As introduced, removes abandonment as an option for a property owner after a municipality determines the structure located on the property is unfit for human occupation or use; authorizes all municipalities to adopt ordinances to inspect residential dwelling units that are deteriorated. - Amends TCA Title 13, Chapter 21.
